Fonseca said some people without medical cards are already showing up at the dispensaries looking to purchase.
The Edgewater Park dispensary held a soft opening on Thursday and serviced more than 270 patients, Fonseca said.
They can choose to allow, limit or completely ban cannabis sales to the public by passing ordinances before Aug.
